I ran Starter through our cost calculator at three common volumes. A 3-client agency on Starter really pays $179.60 a month once texts, calls, emails, and phone numbers are added. A solo business that texts its leads pays about $116.

What the GoHighLevel Starter Plan Includes

The API row surprises people. The pricing card lists Basic API Access as an Unlimited perk, so many guides say Starter has none. HighLevel's API documentation says Basic access ships with both Starter and Unlimited. Agency Pro adds agency-level keys and the OAuth apps that public integrations need. Connecting Claude or ChatGPT is a separate route. HighLevel's official MCP server signs you in with OAuth, and its docs name no plan requirement.

What the Starter Plan Really Costs Each Month

The $97 fee covers the software, not the messages. HighLevel bills texts, calls, emails, and phone numbers from a prepaid wallet at the same rates on every plan. An SMS segment costs $0.00747 plus a carrier fee. Outbound calls cost $0.0166 a minute, and email costs $0.675 per 1,000 sends.

Starter vs Unlimited: When the $200 Upgrade Pays Off

Unlimited costs $200 more a month than Starter. It buys two things: no cap on sub-accounts, and rebilling of phone and email usage to clients at cost. If you will never manage more than 3 accounts, Starter does the same work for $2,400 less a year. Your 4th account is the real decision point.

Operator scenario: Say you run 3 client accounts on Starter at $179.60 a month all-in. You sign a 4th client with the same volume. Starter cannot hold it, so you move to Unlimited, and the bill jumps to $407.14 a month. That one client adds $227.54 to your costs, so price the retainer above it.

  • Stay on Starter if you run one business, or 1 to 2 clients plus your own workspace.
  • Move to Unlimited if a 4th account is coming within a quarter, you want usage rebilled automatically, or you need a dedicated email IP.
  • Go straight to Agency Pro if you plan to resell HighLevel as your own software with SaaS Mode and marked-up usage.

Rebilling saves admin, not money. On Starter you still pay the wallet for every text your clients send, but nothing stops you from adding that cost to your own invoice. Unlimited passes it through at cost automatically. Only Agency Pro lets the wallet add your margin.

What Starter Does Not Include

Starter's limits sit in billing and scale, not in features. HighLevel's pricing guide keeps four things for the higher plans. They are unlimited sub-accounts, usage rebilling, the $59 dedicated email IP, and SaaS Mode. A fifth gap matters only to developers. Agency-level API keys and OAuth apps need Agency Pro.

  • A 4th sub-account. Starter stops at 3, and a sub-account for your own business counts as one of them.
  • Usage rebilling. You pay for every client text and call yourself. Rebilling at cost starts on Unlimited.
  • A dedicated email IP. HighLevel sells it only on the $297 and $497 plans.
  • SaaS Mode. Selling HighLevel subscriptions under your own brand needs the $497 plan.
  • Agency API keys. Starter's Basic API access works with sub-account (location) keys only.

Add-ons are a different matter. HighLevel lists AI Employee, HIPAA compliance at $297 a month, and WhatsApp at $10 per sub-account as optional add-ons rather than plan features. Its pricing guide says agencies on any plan can buy HIPAA compliance.

AI Employee Can Cost More Than the Starter Plan

HighLevel prices its AI Employee per sub-account, so the bill grows with your client count, not your plan. The Growth plan costs $50 a month per sub-account, and AI Employee Unlimited costs $97. Put the Unlimited AI plan on all 3 Starter sub-accounts and the AI line alone reaches $291 a month.

With the small-agency volumes above, AI Employee Growth on 3 sub-accounts takes Starter from $179.60 to $329.60 a month. The Unlimited AI plan takes it to $470.60, nearly five times the sticker price. Phone charges still apply when Voice AI answers calls, so the AI fee never covers call minutes. Pay per use is the cheaper default if your clients only need occasional AI replies.

Who Should Pick the Starter Plan

Starter fits two kinds of buyers. The first is a single business that wants CRM, texting, booking, and reviews behind one login for $97. The second is a new agency with 1 or 2 clients. It needs room to learn the platform before paying $297 for unlimited accounts.

  • Pick Starter if you run one business, or a small agency with up to 3 sub-accounts in total.
  • Skip Starter if you already manage 4 or more client accounts, because you will upgrade within weeks.
